Adjust the Bevel Width to 30% and Angle to around -75° to create an inset effect. Under the Properties panel, click the Cap button to bring up the options. Move the text to sit at ground level using the green Z axis arrow, then use the Rotate the 3D Object tool from the header to align the text with the perspective of the background photograph.
Go to 3D > New 3D Extrusion from Selected Layer to activate the 3D tools.
